You leave the cap on, you put the bottle in a cool, dark place, (like a side-table draw) and just let it sit for a week or two. Some people say they like to let they're more expensive juices steep for a minimum of a month. I can barely allow mine to steep for 2-3 days before I like to use them, lol.

cap is on or off when it steeps?

It depends some juices have to "breathe" to improve,(especially those with "perfume" taste) you can lose nicotine faster with the cap off, so I always steep first with cap on , then IF it still isn't right I will take the lid off for a few hours and steep some more with it closed back

Really? Now this is interesting. You would lose the nicotine due to decomposition, not evaporation, I'm guessing? Because if any of the liquid were to evaporate, I know it would leave the nicotine behind. If enough of your liquid were left to evaporate, for say, an entire year, it would probably condense into a stronger nicotine level. (Less solution equaling a higher concentration of nicotine per ml) I've never heard of allowing a juice to breath. I have wondered whether or not setting your juice down in a warm place would speed up the steeping process, but I read that this wouldn't be the case.

Over the edge...
Nicotine will evaporate. If you leave the cap off, it will evaporate. Your choice. Why do we insist on calling aging a liquid steeping? Steeping is the process of extracting a flavor from a solid into a liquid (think tea bag). I haven't seen any solids in the juices I order.

Does a vendor actually make a juice and think "Wow, that tastes like chemicals and soap. Maybe it will be better after a week or two so I'll SELL it".

Aging a complex e-liquid sometimes does help the flavors blend together (think wine). Sometimes a miracle does happen.

I have said in another thread that I think complex juices with 2 or more flavors need "steeping" aka aging, because if they made large batches and you ordered a flavor that you enjoyed at an early aging period of that particular batch, then if you order again at a later time, and it is the same batch, it will taste differently.
