Some are great right away. Some require a little blending/steeping time.
Just depends on the juice and where you got it.
I don't like leaving the cap off myself.
Doesn't seem to make a difference.
Nothing wrong with asking, what the forum is for.
If everyone just searched there wouldn't be many new posts.

Welcome! I'm also new to the forums!

I believe the term 'steeping' refers to airing out your e-liquids in order for them to 'cure' in a sense. Especially when mixing your own liquids, steeping allows the mixture to blend together and release any excess vapors. Also, keep in mind that the flavor may change over time and that steeping will allow for a more consistent flavor later on.
