Steeping , cap on or cap off ?

If the flavoring has alcohol in it, I'll leave the cap off in a warm water bath. That way the alc evaporates some and it doesn't have that "in your face" TH. Otherwise, cap on. Its not like cap off would hurt the non-alc based liquids, but if it tips for some reason, I don't want it to have water leaking in.
