You can get a sigelei zmax for 70ish for the tube. I can vouch that they are tanks. I know the vamo has had some issues but I think they are a good option if you can get one for 40. There is also the impending Innokin lightsaber (SVD) to consider. I think it will be 70-90ish for the kit with two dual coil vivi like tanks.

Of course you could always get a provari, they are...well...awesome. You are likely to get an extension cap so you blem is going to run you 160. Honestly, if you are going to buy a provari and spend that much, just get the size, color, cap and screen you want for the extra cash. 140-180 (blem plus cap and blue led if you want them) is a lot of money for any sort of compromise, so unless you want the color available as a blem, just spend the extra to get something you will be happier with aesthetically.

Well I would like the Provari but as of now I can't really do that its basically between the Sigelei Zmax and the Vamo I guess. I found the Vamo V2 kit here http://www.vaporbeast.com/product_p/sk44.htm for 74.
Its 15 dollar cheaper than the Zmax. My only problem is the stacking of the 18350 batteries.

Well if i should stay away from kits where would I get the best batteries, charger, tanks and tube for under or around what I would pay for the kit?

You prob won't get them for under the price of the kit. However you will get much better quality, batteries & charger. As I stated on the first page of this thread you can check RTDVapor for the batteries & charger.
