I occasionally see comments that e-juices never quite taste exactly like the pre-filled cartos. How can this be? Don't the juices come from the same place that is filling the cartos?

Not necessarily; add to that the timing resulting in different "vintages" of both juice and prefilled cartos. Steve (Smilin) has been in China consolidating and resolving manufacturing issues, as they had some ongoing problems with general product consistency. Not to speak for V4L, but that is what I have gathered from their responses on other similar threads over the last several months.
I've always been curious to know how many gallons or liters they make per batch....I don't think that would be considered a trade secret.
There has been a few pictures in an older thread showing one of the factories that they use, and it shows vats... I had just assumed it was THAT much liquid per batch.
Thanks for the responses, fellas. I suppose that makes sense, especially the steeping/"vintage"angle.
