i am thinking about meandering toward the edges of DIY. If I were to get premixed, pre steeped flavorless pass and add a good quality flavoring would additional steeping be required? Generally speaking, if you are making 10 ML of liquid, what percentage should be flavor if it was a simple flavor?

Generally speaking, I start at 5% flavoring and add more as needed. Different companies flavoring are more or less concentrated, so there is no universal answer.
As to steeping, not all flavors need it, but steeping would be considered letting the flavor mix with the base. For flavors that benefit from steeping you would still need to do it after adding your flavor to your base. Good luck with your DIY!

Like Steve said, if it's flavorless, there is nothing to steep, blend or meld until you put the flavors in. Generally speaking, fruit flavors take much less time than tobacco flavors for optimum results.
