The spline and the knurled section are there for gripping. The holes I think you are talking about on mine are only small indicators. The ring spins where the actual air holes are and DO NOT LOCK. When I get a stuck tank I prefer to use the sections designed to be able to grab and not risk clogging an air hole with foreign material if it snaps off. DO what works for you! If it is my recommendation great of not no broken atomizer of mine.
If you would listen - This is a perfectly acceptable Leverage technique for removing a Base, without Scratch damage.
It has Nothing to do with the Air Flow Ring.
Proper tool is a Carbide Drill Bit or Small Hardened Screwdriver(Glasses repair type)
Now, this likely will not work on yours.
Hot water soak - Should be Boiling Hot Water in a insulated Mug
3-4 minutes Soak
Rubber grips Ready
Carefully Remove
Immediately Grip Glass with one rubber grip
Grasp Top with Second Rubber grip
Attempt to Tighten Glass to Top
Repeat process - This time Gripping Top/Glass together with one Rubber grip, Base with Second Rubber Grip and attempt to loosen.
* When Removing Base, Top/Glass should move as 1 unit.
Additional Notes:
Leave Air Flow Open to max while soaking - allowing Hot water to move through base.
Parts will Expand at different rates Base/Glass/Coil/SEALS - Which loosens connections.
