If indoor tanning causes more cases of cancer than smoking, AND indoor tanning is only responsible for 22% of all skin cancer cases then 78% of all skin cancer cases are caused by the sun.

You forgot to add the immediate need for punitive taxes of 180% on tanning beds and sunlight, a minor fraction of which will go towards educational campaigns to demonize the sun and the practice of tanning, and the rest to line the general slush funds of each state. Tanning should also only be allowed at least 25ft from buildings, should be banned in public places and criminalized within 500ft of schools.

Plus light bulbs should be banned indoors and a warning issued. "Light bulbs are not a safe alternative to tanning beds."
