Some of mine do and some of mine don't.

I've got a very complex cigar recipe that doesn't need any steeping, it's the same great taste from the moment it's mixed as it is 2 months later.
I've got a much less complex pipe tobacco recipe that needs to steep 2 weeks to be great and when fresh it is rather crappy.

Just a couple of examples and also why it's important to realize that unless you are copying a recipe, it's all experimentation and assuming generalities are true will put a mixer at a disadvantage.
