Or maybe these small threats of bans are put in place to get people thinking exactly as you do right now. And when the moment for the real ban comes, no one will really care because it is just another conspiracy. How much do you really know?

It is all about the circle. Success, complacency, failure. Once you become successful at "defeating" the bans you get complacent and don't feel the need to bother anymore. Then, when it really counts, you fail.

Just my take on the matter.
