The survey implies that ABOUT
48 million people TRIED an e-cig, EVER.
6.1 million used them to quit cigs, and 9.2 million to reduce cigs.


So yeah - good conclusion:
"E-cigarette use in the European Union appears to be largely confined to current or former smokers, while current use and nicotine use by people who have never smoked is rare. More than one-third of current e-cigarette users polled reported smoking cessation and reduction."

Am I reading this right? :?:

So if 48.5 million EU citizens used e-cigs, with 76.8% using nic.
An estimated 6.1 to 9.2 million EU citizens would of quit or reduced smoking with e-cigs?
