What we are experiecing today is years of negative propaganda from BT, BP, anti-smoking groups. The FDA is caught between a rock and a hard place. On one hand, BT and BP contribute hugely to the Fda's very existance. Other hand they understand vaping as harm reduction that helps smokers to stop smoking. Their dilemama is do they cut off the hand that feeds their existance, or ignore the propagandas, fear mongering media and political agendas to allow the safer vapes to exist? My guess is they go with the money.
The question becomes then how much do they rely on them? This is the problem with money in politics. It’s all about increasing the reliance of government on private money which in turn is mostly interested in subverting the aims of government. Have they been damaged by the intrusion of big money into politics? Undoubtedly. The question is how much.

In the case of BT, the tobacco Settlement Act has tobacco companies give a portion of their yearly profit to the goverment. That porton is higher the higher profits are. Lately tobacco profits have been declining so the money the goverment gets has also been declining. The gov took out bond loans on the money they got and spent it. Now those bond loan payments are due and they don't have the money due to less profits by BT.

The pharma companies who make nic gum and patches have been losing money to ecigs, because vaping nic is twice as effectve than their products to quit smoking. Hench the doctored studies they funded with false data that ecig use could be dangerous.

How the FDA approved the use of Chantix is beyond my comprehension. There must be an "under the table" monetary arrangement.

Chantix blamed for 3,063 serious injuries and 78 deaths

What we are experiencing is apathy and too little too late.
That has played a big part also. Some companies who marketed advertisements to youth (Juul, VooPoo, and others) to use their products didn't help us, either. An ineffective vape trade group unable to regulate itself. There's enough blame to spread around the table.
