What exactly does this mean if anything for e-cigarettes?

Since the e-cigarette is not a tobacco product, I don't think it's relevant at all.

Nothing at all, unless the electronic cigarette is judged to be a tobacco product. If it is, then importers would have to file documents about health effects, as described here:

Its been my understanding that since most e-liquids get nicotine from tobacco, this puts e-cigs under the heading of "tobacco product". Infact, I saw one poster point out that if we got our nic from tomatoes, we might fall under the "tomatoe product"... and perhaps e-juice could be sold next to Rague!? Just kidding...but really... I think thats why it affects e-cigs, because the nic comes from tobacco.
