I just purchased an item from a member and received it. When I try to leave feedback, clicking on trading profile or trade rating it says I’m not allowed to view.

It doesn't. If you want to leave feedback for a person you transacted with and have that feedback added to their trading stats, you have to go to the thread where you transacted with the person, under their avatar where their feedback scores are you will see a "Add Feedback" link. Click that and fill out the feedback form.
The classifieds feedback thread above is for leaving feedback in cases where you can't leave feed back. You see, the forum script (Xenforo) only allows for one feedback to be given per ad. So if a seller is selling 3 items in one ad and sells all 3 items, he can only get/give feedback for one of those transactions. The other 2 will have to be placed in the Classifieds Feedback Forum thread. But they don't count toward the feedback scores of those involved in the transaction.
BTW: If you don't see the "Add Feedback" link I mentioned above, then I believe it may be possible that you have to have 5 (maybe 10) forum posts in order to see that link. Posts in the classifieds section down count toward your post count.
