Types of shorts - Multimeter readings?

I'm curious. I have some pre built mopheads that came in from a vendor still in package from factory, so I'm sure the vendor didnt know.

The readings on all three mopheads is unreadable.

as in, it keeps jumping... and jumping... anywhere from 1.0 to 200ohms. it cant settle.
I tested a million ways on all 3. So I finally said eff it, I'll just rebuild the coils. (BTW, rebuilding did end up working and giving me a consistent reading.)

so my Q, are these dead shorts? or another type of short? or what? I want to inform the vendor before there is a problem with anyones order.

I would have tried one before rebuilding it to see what happens. It sounds like there was some sort of problem with connections somewhere.

Check the battery in your multimeter. They can do all sorts of funky things when the battery gets low.
