I read a Document about the Day 2 agenda. What I read recomemnded forming an expert group and waiting until next year to propose regulations for Electronic cigarettes

FC A thus believes that COP should not
attempt to define regulations for ENDS until a
much larger body of robust scientific research
provides greater clarity on the risks and
benefits of e-cigarettes, and until the lessons
learned from the experience of Parties in
regulating ENDS can be taken into account.
To this end, FC A recommends that COP
approve the establishment of an expert group,
with a broad range of relevant expertise,
including toxicology, addiction, behavioural
sciences, marketing, and tobacco industry
practices, that would consider all available
evidence and report back to COP7.
And finally, FC A urges Parties not to spend
undue time at COP6 debating an issue on
which consensus is not yet possible.
