For decades they've been trying to get fluids thru FDA's regs, and in part they (think) they have a hand in it..'
But it's not a FDA regulated product except the Nic levels.
Flavors are another regulatory issue and the fights are on in that respect.

Others, in the thread, have given you the Actual Facts, with supporting links. Failure to comprehend, or believe, those facts is very telling. Denial of the facts is imbecilic.
Intentionally choosing to live with ones head in the sand does not change the facts, or alter the current reality.
Well, when a man can't / won't / understand how the FDA works within the vape regulations in the US, there is little we can add apart from the links we put forward, and just realize that you were not receptive to information.
