In manufacturing, it's not that uncommon to buy a bazillion 2A or 3A parts, for example, and build the identical device for 500mA, 1A, 1.5A, 2A, 3A. Economies of scale mean that you can build the pseudo-500mA device for less by just silkscreening 500mA on it even though it's a 3A. As long as it meets or exceeds the printed spec, it's totally legal. The only difference is what you charge in retail for it.
Happens frequently, but not frequently enough to make it a "safe bet".
"back in the day" - I was on all the "secret" lists for which processor steppings were actually down-binned higher speed processors that were software-locked.
