Siegel mentioned this (or a similar) study in a blog post a few weeks ago (it's not clear if its the same as the study is behind a paywall):

A key piece is that plasma alcohol levels did not rise, only a small amount of metabolite in the urine of 3 participants were detected after vaping eliquid containing 23.5% (!) alcohol. No mention of breathalyzers by Siegel, so not sure if its in the study (I haven't read it since its behind the aforementioned paywall).
Of course, the media outlets pick this up and claim that this study proves e-cigarettes cause you to get drunk (unknowingly, mind you), drive around (unknowingly drunk), and plow into minivans full of children.... yet another reason to ban them!
