If so then yes, the wall charger just takes the USB cable and plugs into the adapter for smooth sailing!

You don't NEED the wall adapter though, you can charge it simply with the USB cable but it is very convenient to have one so you're good there.
As for being universal, no. The charger is just for eGo batteries. You can use 510 chargers on an eGo (slower) but you cannot use eGo chargers ona 510 (Will burn them out)
So the eGo charger is just for eGo's.
