hmmm ok... either you are trying to up your nic level with a nic base and want to keep the flavor from getting diluted by adding a 2X flavored juice to it orrrr you are making your own juice and need flavors...
normally one would get a bottle of the same juice flavor at a much higher nic level and mix it with the lower nic level to get to a medium level of nic.... but seeing that you are down under... this could be difficult to obtain. some juice companies will make a juice with a request for a double shot of flavor... Heather Heavenly Vapes does this...

The OP means that in Australia they can not buy e liquid with nic in it. so there they can buy a bottle of non nic e liquid with double the flavor (hence the word Doubler) and add their own liquid nic to it. Importing nic there is legal. but not in e liquid. (silly I know).

I don't know of any over here that are PG free, most would at least have it in their flavouring. I haven't tried them but juicewhore are supposed to be decent and have a 100% VG option, you would have to ask them to confirm though. Otherwise if you are allergic to PG or something you can get alcohol based super concentrates from the juice factory. If buying from overseas it wouldn't be worth the trouble with doublers, you might as well just get ready to vape juice with nic in it.
you could find a juice company that allows you to add extra flavor shots to the juice, get it with zero nic, and then add your nic base. vape wild allows you to do it but i know there are some others out there that allow you to do it too
