Quick answer: No.

Long answer: The water vapor in your exhale is not from the liquid in your PV. The water vapor is coming from your body and the surrounding air. It is attracted to the PG and/or VG vapor and makes the PG/VG vapor much easier to see. So if you wanted a flavorless and 0mg nicotine vape then all you need is some USP PG and/or USP VG. This is also why new vapors are told to drink more water. It is to replace the water being drawn from your body by the vapor.
