Well, I agree with Bunnykiller on the fact that your laptop is grounded and your MVP charger isn't. But I'd also guess that you're drawing too much amperage through that Belkin device. I'm guessing the 2 USB ports are the MVP charger and cell phone? If so, I'd try plugging the MVP charger into a USB port on the laptop instead. This will actually cause it to ground through the laptop's connector.
Also, like Bunnykiller said...if it becomes more than a tingle, stop immediately. Heck, I wouldn't even use it with a tingle of electrical shock!
