You can buy Vegetable Glycerin USP from the pharmacy in the First Aid Section. Propylene Glycol you can also get from the pharmacy but it's usually Special Order...if they ask what it's for tell them you're making non allergenic soap.

My mother was using glycerin years ago to care her hands. Is that a vegetable glycerin ? Is propylene glycol is a must, I dont think any pharmacy would sell or order it.

Yes, VG is commonly used as a hand moisturizer.
