First of all, are you talking about pre-filled cartos or empty cartos?
I use empty cartos and fill them with my own juice.
I have only had a couple "bad" cartos in my vaping career...and zero that did not fire at all. However, most vendors offer a DOA warranty on their cartos. Most of my mistakes come from over- or under-filling my own cartos.

I also fill my own blanks so can't comment on empty or not. I've probably used about 100 cartos in the last year (give or take, who's counting?) and haven't had a single one not fire up and work properly. I have seen a small amount of variance in the performance but nothing major.
The only trouble I've had are with dual coils...they short out my box mods but the mod survives. I won't buy anymore unless they are the big ones that hold 3.5-5.5mls...the small and xl's are the ones I'll steer clear of.

I think I went through about 40 carto's to date, mostly blanks but some prefilled. I've used smoktech dc, boge sr, boge lr, echo-e, echo-e dc, oldschool kr8081-d's, bloog, volt, g6, and have only had 1 malfunction - and that could have been user error. So they're pretty reliable in my book.
My experience has mainly been with clearomizers, and I've had probably 5 - 10% of them come cracked either at the base or mouthpiece end. Never had one that did not fire. Hence, I keep a supply of 3 ml syringes to replace the tubes with. The dual coil cartos I've given up on. They seem to work briefly and then either short out or just lose flavor. CE3's are even more dismal.... very high rate of shorting. At least with the clearos, I can do some repairs, haven't had that same luck with the dual coils.
ok, I wasn't clear...I use pre-filled cartos from both ST and V4L. Some have no flavor, and some are barely filled (and some don't show up when you order them-quickly corrected by V4L).
Did you contact the vendors about it? In the last 6 months, V4L have really been messing up my orders so I quit buying from them. As for prefilled, personally I never had any problems. They only hold .8ml of juice but for what they charge, is a ripoff IMO. Who is ST?
