This may be due to lack of last mile carriers in certain zip codes. Not necessarily a legal matter.

Yeah, while the site may be listing one reason, I (having worked with amazon dispatch) know that last mile is all dependent on how many customers there are, and other regulations.

Heard back from Delosi (Nicbase) and they DO ship to me. Yay!
I doubt you will be disappointed with their nic. My experience with delosi was seemless and they were very good with shipping information and updates.

Updated list of the vendors I have contacted:

Heartland Vapes - No
Perfect Vape - No (registered businesses only)
Delosi Labs - Yes
Nicotine Giant - ?? TBD
vaping Zone - No
Wizard Labs - Yes

I have attached the pricing list for Wizard Labs. Shipping is extra. For me, it is an additional $17.

I put PV back on the list with a notice and link to your post. I attempted checkout and was able to get to the last step to enter payment info. I have a feeling they may be playing a game of CYA - meaning if contacted they say they are wholesale only but if ordered they will ship as long as they ship to your state/zip code.

Please let us know if you do, and send over the documents for your shop so we can fill this and get the shipping arranged for you. Otherwise, let us know and we will cancel and refund the order. Thank you.

Tried to contact Heartland by phone, no answer. Sent an email to have them refund.
Looks as if I will be forced to go cold turkey, soon...

Nicotine Giant & Delosi Labs (NicBase.com) may be your best bet. It won't be as cheap as heartland at this late stage we don't have the luxury to price shop. It's all about availability now. Frankly I'm shocked everybody isn't at $150+/liter yet.

Heartland doesn't usually answer the phone, as is the case with almost all vape retailers I've ever tried to call.

You emailed then, they will issue your refund, don't worry

Thanks. That's where I meant to post this in the first place, but I forgot that one last click.

As for sourcing nicotine, I think I will just give up. I don't want to vape indefinitely. I just need a crutch to get me back off cigs again, and if that means using nJoy pods, so be it. Investing $250+ in mixing supplies is just not worth the cost or effort for me. Maybe a bottle of unflavored to get me over a hump or two, but that's it, and I will get that from a local vape shop. The horror, the horror.

If Njoy works for you then I agree, that's your best bet especially if your goal is to quit.

I don't know why you think you need to invest 250.00 in mixing. You can just add flavor to unflavored store juice; all you need is 1 syringe and the 2 flavors I posted above. Would just cost 1.49 for each flavor and .99 for a 10pk of pipettes. They are out of syringes but I would be happy to mail you one; they are easily rinsed out and reusable.
