Both PG and VG should be available at a large pharmacy. Flavors might be a bit more of a challenge, but any place that sells to candy makers should have some of what you're looking for.
Yes a large pharmacy or big box store, you want to get USP grade, I think. Flavorings should be obtainable but you may have to research where. Is nicotine liquid available in your country or do you want to vape 0 nic in any case?

If memory serves me correctly in that area of the world it would probably come from Europe, not the US. Don't know about Propylene Glycol, but Vegetable Glycerine would be called Glycerol and it should have the EP seal instead of the USP seal.

Your local area (saudi arabia) may prove to be a bit of a challenge to get what you need but I'm sure someone in your neck of the woods will chime in shortly and help you.
In America, PG is sold at Tractor Supply by the gallon and it's not that expensive. It's used by farmers who raise animals. So, check with farm supply stores.
VG is at Walmart and probably most health food stores. I don't know how that would translate to other countries, though.
