Sure, they don't apply in full, they don't contain nicotine, and it isn't through the use of a personal vaporizer.... but fog juice has been around a long time, and many studies have been conducted on the potential effects, noting that it was peak exposure that was problematic:

The ESTA even came up with standards based on exposure levels
