I have several recommendations in my blog that indirectly relate to this issue, but I'll go over a few things here. Without asking additional questions...
I hope you are not filling the tank with the carto fully inserted in the tank and the top cap off of the tank. When you place the top cap onto the tank, the suden change in pressure in the tank forces too much juice into the carto and floods it. If not filling this way, disregard this paragraph.
Since you are using a new tank, we'll just assume that the o-rings are still intact. I hope you picked up the drip tip/tank tool offered by IBTanked that protects your o-rings each time you insert a carto into the tank.

Vaping with a cartotank might be a little different than with other devices. The carto depends upon being replenished with additional liquid from the tank via suction each time you take a puff. If you are a "hard" puffer, more liquid enters the carto than needs to, eventually leading to flooding. The best method is to suck using gentle pressure, long 3-5 second draws into your mouth, not a hard 2 second draw. Give the juice adequate time to get to where it needs to go.
Since you are punching your own cartomizers, it's possible that you are making too large of a hole or too deep of a hole (damaging the center air hole and allowing liquid into it).
Also, tool-punched carto's invariably becomed deformed from the punching process. They become oval, not round. This deformity can lead to damage to the o-rings and result in leaking or flooding. Using laser-drilled cartomizers eliminates these issues and they wick just as well as the tool-punched cartos.
