Just means that a spill of the liquid would result in absorbtion of nicotine into skin, yes, that's what happens when we vaporize and inhale it, but amount of exposure is controlled by the capacity of the cartridge, amount of vapor. Not spread in it's unvaporized form in highly toxic levels into skin. 40-60mg of nicotine is a dangerous or fatal dose, enough to cause your heart to stop or make you seriously ill with possibility of organ failure.
