This is what I found:

[h=1]Re: Why are e-cig sales being banned by Paypal?[/h] [ New ] Jan-18-201002:03 PM

There is this statement in the PP Help Center:

"PayPal generally prohibits transactions for all types of tobacco products, including cigarettes, cigars, and smokeless tobacco due to legal requirements and industry regulations for online tobacco sales."
Any merchant selling these products and offering PP is either doing so without PP's knowledge or with written permission. That permission can be revoked by PP at any time, for any reason, without explanation, and without recourse by the merchant.

Given PP's documented position on tobacco products, I'm surprised that anyone has been able to use PP to buy them at any point.

I don't know but I feel this is a serious matter, we have been trying to isolate ourselves from being considered as smokers, and here we have an entity that is trusted to verify members working against members inspirations and hopes. what do you think?

Perhaps PayPal (rightly) don't view E-cigs as tobacco products. I would assume that if they did we would have heard of them shutting down vendor's PayPal accounts.

E-Cigs are also not probably classified as smokeless tobacco products either. So in that sense their terms and conditions don't apply to them.

Then how do you explain the ban by PayPal?!

PayPal is a private company and may set whatever rules and procedures, within reason, it wishes - notably, it may not discriminate against a 'protected class' of persons.

Smokers, vapers, users of any tobacco product etc are not, alas, a 'protected class' (rather like heterosexual, white, English-speaking, middle-class males) and so may be discriminated against at will.

Any mention of e-cigarettes and paypal does shut their account, they also shut the account of the person buying the product.
You have to lie to use paypal, calling e-liquid a food or cosmetic, and a PV an electrical component.

I have had no issues getting things using PayPal in the last 6 months. Things are listed as what they are so I believe this is not right.

Maybe I've just been lucky. All of the UK vendors I use, use Paypal and most list what I am purchasing. One of the companies I use a lot actually uses the word E Cigarettes as part of their company name. No issues yet.

Liberty Flights clearly list what I'm purchasing and what they are selling at checkout....

Has anyone had their account closed by PayPal for buying E-Cigs? It'd be interesting to know.

Paypal has different rules in Europe then in the USA, even if a company is doing business in the USA but there company address is in the UK they are OK with this. It' a different set of rules if your a USA company, always has been this way.

PayPal does anything the government asks them to do, the Feds hate the e-cig so they won't handle payments for them. The Feds hate firearms so they won't handle payments for them, the Feds love PETA so Paypal won't accept payments even for legal/fossil ivory.

Paypal is the Feds pet, pure and simple.

One way around creating any bannable transactions that some vendors have chosen to allow as a favor to their customers is to have you send the money to them as a gift to a friend, and in return, they'll give you store credit to use as you please on their site. If your vendor doesn't offer this service, you could always ask nicely, keeping in mind that a) you must trust the person you're buying from enough to send them insecure, irretrievable funds and b) they must trust you not to make any mention of e-cig or nicotine related services in your comments, because it could cost you both your accounts.

As for boycotting PayPal... I'm sure they'd notice about as much as you'd notice a few mosquitos boycotting you during fireworks this year, but I admire your gumption just the same.
