It's done when you're using a carto in a tank, to allow liquid to get into the carto. The tanks are very convenient IMO. No need to constantly top off your carto. There are tons of tanks to chose from... a basic, cheap starter one is the dual coil tank (DCT) from smoktech. There are many other nicer, and more expensive, options too though. Some have Pyrex tanks, which are nice if you use liquids that might crack plastic.

Punching Holes in Cartos are so you can use them inside a tank system. The holes allows the liquid to slowly be absorbed by through the side of the carto.

The amount of holes depends upon a few things. The size of the holes, and the viscosity of your liquid. Thicker VG liquids will need more or larger holes. Thinner liquids will need less. You want the carto to absorb the liquid, but if its to fast it will flood, if its too slow your carto will dry up.

Hope this helps.

My rule of thumb for hole size.
Thin liquid (like water) 1 or 2 holes 1/16" diameter
Meduim liquid (like milk) 1 or 2 holes 3/32" diameter
Thick liquid (like light oil) 1 or 2 holes 1/8" diameter

I start out there and then adjust until I get good flow into the carto without flooding.
If in question start small and if you find your carto getting dry empty the tank and open it up a bit more.
It's a lot easier to make the hole bigger than to have it too large and flooding and try to make it smaller.
