Why is it that some flavors dissipate with steaping and some get stronger?

Some folks blame it on the atoms. Personally, I blame it on the quarks. You just can't trust those rascals. They'll spin left on you in a heart beat.

I think it has to do with the ingredients, some are better than others. I've had juice I couldn't vape unless it aged, others fine right after mixing.

Because some flavorings are mixed at the right level and some aren't. Plus some flavors need time to hookup and get busy.
