The original size looks to be too small. AIRC the site will size an image down to the maximum size allowed - but it doesn't size stuff up. Even then, you need to have your image in range of the max allowable size. I remember finding the info in the Site Info & Help section.

The other issue is Supporting Members get a larger size Avatar image, among other added site features. (Larger mail box, more image storage etc.)

Lol - Classy, I didn't think the sandbox had any moderators watchin' over it! I think that's the first time I've seen anything moved out instead of in.

lol...the Sandbox is under my care...I check it about every other day to see if things need to be deleted - I just happened to see this post in there.

Get a photo editing program...or use MS-Paint or Apple-whatever, or GIMP.

Size the image according to what the "set avatar" dialog says for you... Probably 150x150.

When saving it, save it as a JPG file and reduce the quality until it is 5kb (or whatever size limit the dialog says for you).

Then set your avatar.

The limits are slightly different depending on if you're a supporting member. However, what happens is that if the pic you set your avatar to is bigger than the limit, THE FORUM SOFTWARE SHRINKS THE FILE for you...and you end up with a small avatar. See?
