People don't listen when advised not to give out sources even for non-vape gear. Always use PM. @johnwmm is right in the sense that if you search RY4 (even if you search RY4 cake) all the search result will lead to something that we are doing. Yes, Non-vape related stuff is currently legal but officials can always hold onto it on the basis of "reasonable suspicion"

For OP @cy1970 , I think you can get back the PG but getting back the ry4 flavoring will take a bit of work

RY4 can use to bake what? Guess that is the problem.

PG can get from local. Right?
Think creative.. Some tobacco flavor is like 'woody' kinda taste.. Maybe mixed correctly may get something nice.. Baking/cooking is all about being creative with all kinds of flavors/ingredients.. Plain Vanilla cake? 'Yawn' so boring.. But add mint or caramel? Emm sounds better already Lol

My recent order of PA flavor was sent to HSA. Unbelievable....

I feel very sorry that you have been intruded on in this manner. This is absolutely bananas!

How are they establishing illicit intent - they cant just assume that you will use legit flavours for illegitimate use. That is a huge breach of rights.

Could it perhaps be that quite unrelated to vaping, tobacco flavour is banned itself? I mean everything remotely linked tobacco is banned except for tobacco itself.

If I was to put my paranoid hat on, this kind of thing is very intrusive and worrying because it makes me think they could be profiling people for ecig use and establishing intent that way.

I cant see how you would go to explain it was for baking or whatever and collect either - assuming it was sent through local post, local post send you a letter saying the goods are sent for destruction and remind of the law and the fine.

Dont ship anything international through local post company - my guess is they have a huge army of officers who will go through every detail of your package - they probably get bonuses for blocking gear or anything remotely linked.

I agreed of being creative. But, I guess the HSA will just flagged those that they deem suspicious, hence resulting to the detention of shipping orders.

or confiscating for their own use.

Actually all food flavors and additive required special license from Agri -Food & Veterinary Authority of Singapore even if its in small quantity, that's what my cousin told me. He called up Singapore Customs to check if its ok to get them from TFA directly.
Just checked this out - looks like you are ok to import flavor as long as flavor is in the correct solvent (pg is ok) and there are some other restrictions.
Check out para 22 of AVA food regulations:

"Flavouring agents
22.—(1) In these Regulations, “flavouring agent” means any wholesome substance that
when added or applied to food is capable of imparting taste or odour, or both, to a food.
(2) No person shall import, sell, advertise, manufacture, consign or deliver any natural or
synthetic flavouring essence or extract which is contained in a solvent other than a permitted
solvent, namely, benzyl alcohol, beta-cyclodextrin, diacetin, diethyl ether, ethyl acetate, ethyl
alcohol, glycerol, isopropyl alcohol, propylene glycol, triacetin and water..."
