U.S. government agency suddenly requires child-proofing immediately

Was sure I saw a thread addressing this? Failed to find it in a quick look at my daily sub forums.

What I want to know is why is e-liquid is being treated differently than prescription medicine?

Unless things have changed in recent years you can simply ask the pharmacy for non child proof caps and they will gladly provide them. Ah, Googling you can still get them by filling out a form. Remember picking up prescriptions with non child proof caps for my parents, but some of the then available child proof caps were a Royal pain compared to the 'push and turn' that is most common today.

From the article "Are conventional approaches obsolete when addressing ecigs?"

"Neither the precautionary traditional animal testing nor post-marketing surveillance will offer us data of sufficient quality or sufficiently fast to support product development and regulatory decisions. "

But regulators need science right now

No, they don't. That's not how life works so they'll have to wait like the rest of us. We need lots of answers to lots of health issues that have been unanswered for far longer than vaping has been around, but our regulators can't tax those. If it was just a health issue and taxes/wealthy corporations weren't involved our "regulators" wouldn't be chomping at the bit, salivating at the thought of the tax potential from a new harm to public health.
