Apparently not.

As for banning flavors, why bother? All that FDA needs to do now to ban flavors is to reject every single PMTA for flavored eliquids. Problem solved. I think Azim mentioned it also somewhere, but I'm not sure. Information (disinformation, misinformation) overload. :D

That's kinda the Rub in the whole Flavor Banning/Not Banning issue.

What's the Difference? If they are just going to Round File PMTA's for e-liquids if they have Flavors that the current FDA doesn't want.

Oh they will approve some PMTA's for e-Liquids.

Unfortunately, if something doesn't change, those e-Liquids are gunna come in a Nice, 1.2ml Prefilled carrying case, that screws onto the end of a BT/BV e-Cigarette.

That's not my definition of e-liquid. That would be a sealed, non-refillable, finished tobacco product. When I say e-liquid I mean something that comes in a bottle used to fill a vapor product.

The 'rationale' was that flavors were attractive to kids, which according to the FDA was causing the 'dramatic increase' in ecig use. Yet there was also a 'dramatic decrease' in the use of cigarettes in the same age group.

Perhaps someone in OMB figured kids will be kids (experimenting) and that ecigs are the safer alternative??? ... and that kids chose low or no nic but liked the flavors. Less addiction to nic = no gateway to smoking.

I know. I was just teasing you. They are supposed to be apolitical number crunchers. Which is why I'm disappointed that they didn't object to the whole thing, frankly, as completely unworkable, unreasonable and disastrous for the entire industry.

I'm sure that even a bureaucracy is comprised of some rational individuals…even as the environs are overrun with others not so much. Good luck all. :)

Unless something Significant happens, do you foresee this Definition of an e-Liquid being relevant in 2 Years?

imho eliquid comes in the pre-filled thingys and the bottles as well. Both applications use eliquid of the same composition. And results in the same thing, vapor being produced/inhaled.
Right, but e-liquid as a "product" to be used for a potential SE application. My point is, they're not talking about a bottle of liquid, they're talking about liquid inside of a cartridge. So don't get your hopes up.
