100 percent pure japanese cotton

What brand is it? I've used a pretty wide variety of Japanese cotton, and it's all good to use right out of the box.
I use Ko Gen Do and it's wonderful fresh cotton. No need to boil. I also use bathroom found cotton pads and don't boil them. 
Yep, no need to boil any type of cotton actually.
You're more likely to add contaminants in the process of boiling cotton than to remove any.

The shop called: "cheap smoking" should do a rename to: expensive vaping. I ordered a 200 piece (pads) bag on amazon and payed euro 6,15.
Never boil. You will make it worse by inducing other contaniments and possibly mold.
Only boil using a pyrex pot and deionized water. You do not want any chlorine, flouride or metals in there.

You definitely do not want to boil Japanese cotton. It will fall apart if you do.
Also, when you get it you'll notice that it has sort of a skin-like outer layer. Carefully peel that off of both sides. It won't hurt you, but it doesn't wick well and makes the cotton harder to roll and fluff.
And as a final tip, DO NOT buy Japanese cotton from vape shops. They will rip you off to no end. Go to a beauty supply store. Japanese cotton was developed as a makeup remover that works better than cotton balls. You can get 60 sheets of Koh Gen Do from most beauty supply stores for around $12.

Why? Are you trying to extract flavors from it, or do you actually think letting it soak in water will make the cotton softer?
"Steeping" is the most incorrectly used word in the vaping community.
JK on the steeping post. yes it is actually aging or blend time for the juice. And yes some juices do get better with aging. Some simple fruit flavors not so much. Banana and peach get better with time for me, blueberry and watermelon not so much. the more complex flavors can change a LOT with aging.
