18mg nicotine per what?

I see that the nicotine contents are usually 18mg or 24mg, and sometimes 36mg, but this seems regardless of the juice bottle size. Is this per part, like per ml?

Also, why 18mg or 24mg and not round numbers like 20 or 15?

Yes - per volume. Sometimes it will say 1.8% or 2.4%; same thing.

ETA: I don't know why it's not rounded, but I don't know how fish work either.

Many times you see numbers like 12, 18, 24 because they are Scalar Multiples of 2.

And working with 2 is Easier to do than to work with numbers like 5 or 7 for Many people.

If I give someone 36mg Nicotine Base and ask them how to make 18mg, No Problem. The say cut it in Half. But if I give someone 36mg Nicotine Base and ask them to make 20mg, some people Struggle without a e-Liquid Calculator.

People like Numbers that don't Confuse them and are "Friendly". And 2 is about the Friendliest Number on the Number Line.
