I found 100 mg nic base liquid 60 ml bottle for $40 at a website here in Canada. Does that seem normal or fair? I want to buy flavored juice locally and increase the nic strength.

Not sure what the going rate is in Canada, but that's quite expensive. You can often buy a liter for just a little bit more, or at least I have from Myfreedomsmokes.

Canada is more expensive from what I hear, and a lot of US suppliers won't ship to Canada due to restrictive legislation. You might get more advice in the Canada sub forum, although there are also a couple/few Canadians that contribute here at times. Link for Canada sub forum:

I found 48 mg 1 liter for $ 104.99 at fusion flavours Canada. That's 75 % less than the first site if my math is correct.

On a $/1000 mg nicotine basis, I calc $6.67 for the first price and $2.19 for the second, which is about 66% less, not counting the VG/PG costs.

$40 is a little pricey for Canada. I am pretty envious of our southern neighbor's nic prices. You can order from the US, and get a much better price, but you are taking the risk of having it seized by health Canada, sent for testing and returned to the vendor once they verify it has nicotine in it.

I have only ever ordered ejuice with nic from the US once. It was 90ml and got through customs without issue ymmv.
