Adjusting the draw on a clearomizer

Let's say you want to adjust the draw on a clearo to make it have a tighter draw. I know one way is to plug a toothpick in one of the holes where the air gets in (the input), to make the hole smaller. This will tighten the draw.

But can you also tighten the draw by putting a cig filter at the drip tip (the output)? Or perhaps some other porous material to make the drip tip hole smaller. This will also tighten the draw. But is it the same as putting a toothpick at the input, in terms of taste, throat hit, etc?

Why would you want to do that?

It would be vapor trying to pass through an absorbent material.

But really, why would you want to do that?

sometimes I use the toothpick method
and I have used those silicone sani-TIPS they use for tasting to restrict air flow...
