Amazon still says as of right now that selling anything e-cig related is expressly prohibited. They actually go out of the way to be very inclusive about that. Amazon.com Help: Tobacco & Tobacco-Related Products

Examples of Prohibited Listings

o Electronic cigars
o Nicotine nebulizers and similar products

Agreed. It is procedural due to wanting to avoid any and all future lawsuits, and to go with the flow in domestic political movements. It's cautious and it's probably not worth their time to be invested too much in this game just yet.

Oh I believe you that people are doing it. Every one of them is skirting the rules at best and is risking being shut down. There's a reason none of them have a lot of feedback.
