There's a blow-up diagram on the manufacturer's website. It's apparently made by Just Better Industries, although the bottom of the tool is stamped "Wagner".

In my opinion, it's a great, cheap solution. It's a lot smaller than the typical saddle valves you find in hardware stores. Although I don't hear the "pop" normally associated with these devices, I can drill the needle down as far as it will go without piercing the center tube.
