It could be, but it isn't uncommon to have that type of moisture in the eGo-c. A real leak in the eGo-c will be through the air intakes by the battery connection. Various causes but it usually has to do with the wicking through the spike - to thin or the wick needs to be pushed down slightly.
I would always wipe down the tank when reinserting and make sure it if fully seated. It looks like you have a soft cap on a B tank and I had better luck with the hard cap on B's for some reason.
The best way to stop actual leaks on eGo-c systems is to not power vape one PV - have two or more to split up the vaping. The real solution, I've found is to use Kanger T3's on the eGo-c batts. The T3's have three silicon seals that seem to keep the pressure system within the clearo itself. You do get a release of that pressure upon refilling where you'll get some ejuice coming out of the mouthpiece when refilling but so far only in refilling. Once you screw it back together the pressure system is back in place and no leaks.
That said, I was able to vape eGo-c's for over a year without any major leaking but that was splitting up the vaping time among over 4 eGo-c's with different flavors. None of them getting too hot to where the viscosity of the VG mix I use would break down and leak.
