Here is a picture of the 5ml cleito replacement glass. Since the top and bottom of the glass indents in and since it is slightly taller, looks-wise it may not be perfect if this is important to you.

As I understand it, you are correct, however what the FDA proposed cannot be enforced until they answer and appear before Congress.
They have yet to do so, and on those terms, Congress will simply throw out everything the FDA wrote.
In times like these, we all feel the heat of a wildly deep conspiracy and power/money grab...but surprisingly, the FDA has yet to play ball with Congress.
