Electronic cigarettes under fire for targeting Arizona kids

This retailer is apparently trying to single-handedly get e-cigs banned!
This is gross negligence on the part of the retailer; but apparently legal.

Anyone know more about this story?

Was it ever determined that this happened in AZ or KS, since it was the same story for both?
