The way the article read, this sounded like it didn't even reach the status of a kiosk. If I recall correctly, it sounded like it was somebody who had set up a table outside a subway station. Hardly a prime example of the retailing of ecigs, unless, of course, the knockoffs sold at the next table are an example of how Coach and Gucci like their handbags marketed.
 
I found this a slightly appealing part of the article that actually made me chuckle a little.

-"FDA is aware of reports of short-term side effects from the use of electronic cigarettes, including racing pulse, dizziness, slurred speech, mouth ulcers, heartburn, coughing, ........ and sore throat," FDA spokeswoman Siobhan DeLancey told AOL News. She added that the agency doesn't know how common or potentially serious these effects may be.

Essentially, the FDA is saying that they're aware of the potential side effects of nicotine usage, but they don't use that exact phrase because it sounds less scary.

The FDA is damn well aware of both the relatively benign effects of PG and nicotine, and are damn well aware of what is in uncontaminated juice. They just choose not to volunteer that information when issuing press statements about PV's.

Also, while I'm on the subject of dishonesty, exactly where is the FDA getting these reports from? Are people using PV's and then phoning the FDA to report that their stomach hurts, or are doctors supposedly having people come in for help after ingesting nicotine and the doctor is baffled about the side effects of nicotine, has no books he can look it up in, and then calls the FDA's imaginary medical hotline for advice? Because it doesn't even remotely work like that. Someone should do a FOIA on the FDA's PV findings so far to find out what orifice they're pulling these claims out of.

Exactly this! Adverse events are reported by Dr's to the Pharma companies who are obligated to report them to the authorities Worldwide (where the products are marketed). So this is not about eCigs, this is about oral tobacco products. Of course in order to spin it they say eCigs as they lump it in with the Other Oral tobacco (or NRT) products they have data on.
