4.2V is max off charger (couple hundredths above that no biggie, but really should be < 4.25), for a standard AW IMR 18650.
Sounds like your charger isn't playing well with those batteries, or the batteries are defective, or your voltage meter isn't working right. Those readings are too high, not what you want to see.
Take the readings with the volt meter with a grain of salt. It is after all a $9.00 meter. I wouldn't let the batteries go that dead though. Charge more frequently. This is much better for the batteries.
Leaning towards either charger or batteries defective -- if it was just a meter bias, the readings would likely be stable.
Defects do happen -- I got a new PV, and new batteries, in Feb, one of the batteries was simply toast, charged to 4.4V (though the other in the pair was fine).
Unless the meter is toast, 4.4V is way too high for comfort. To ignore a reading because it is inconvenient does not make sense.
By any chance have you got other batteries that seem to be okay with the charger? Have they come off at about 4.2V?
sorry i did not see this one, and yes i have some trust fire's and fully charged i get a solid 4.19V on them right off the charger.....like i said i was thinking it would be bad batteries but wanted a second opinion in case i was wrong![]()
Quiete pleased with my SoShine Charger. Takes it all and also a so called "intellegent charger" as well.. Shut´s Down charging and only do check if battery needs any add. charging!

Should be fine then, no biggie, DOA. In my case I didn't even ship the bad battery back, I just let the vendor know I would dispose of it safely, local electronics store recycle center; vendor was happy with that, no pushback, since nobody wants to send bad batteries around in the mail.
There ya go. Didn't realize you had verified meter gives a good read with another battery. My bad.
