I have quite a few 14500's here, I'm rotating four in my 5v, two in a 3.7v. I have four new ones unopened that I've had for about six weeks, should I be using these new batts, is it better for them to be in use rather than sitting there doing nothin'?

I think if they can sit in the store for months they should be ok just sitting there.
Actually, according to Do and don't battery table it does not matter much either way - they are going to die eventually, period.
I'd use and charge them at least once in a while, though, to prevent full discharge.

My only understanding of Li Ion technology is that you should never store them fully charged, nor empty. Supposedly 40% is the optimum, although I don't know how you'd possibly measure that.
