As Mooch says, what size battery and what is the lowest resistance coil you'll be using? The coil resistance will pull a predetermined amount of battery current, determinined by an Ohm's Law calculation. That current draw must not exceed the CDR (continuous discharge rate) of the particular battery you use. The lower your coil resistance, the higher the amp draw.
The CDR of 18650 IMR batteries can vary between 6 - 30 amps continuous discharge rate. This specification is set by the battery manufacturer. Some manufacturers over-rate their batteries' CDR (amps) when they are tested by independent battery experts, so heed the warnings in the first link below:
1.0 ohm = 4.2 amp draw
0.9 ohm = 4.6 amp draw
0.8 ohm = 5.2 amp draw
0.7 ohms = 6 amp draw
0.6 ohms = 7 amp draw
0.5 ohms = 8.4 amp draw
0.4 ohms = 10.5 amp draw
0.3 ohms = 14.0 amp draw
0.2 ohms = 21.0 amp draw
0.1 ohms = 42.0 amp draw
0.0 ohms = dead short = battery goes into thermal runaway

Read the blogs, Bad is really smart! Mooch will also be able to provide ample info. I want to say a few quick things cause even though I am not a battery expert I know a bit and have been vapeing almost three years.
You ALWAYS look at the CDR and NEVER take into account the pulse rating. You WANT a GOOD DEAL of headroom so for example if your going to pull 20a you want a 30a cell, 10a you might just want to get good 20a to be safe and so on. The above applies to a single cell mech, a dual cell mech in paralell doubles the amp of one battery as well as the mah. If you have two 2500mah 20amp cells in a paralell mech box you have 40amp and 5000mah as far as I know. Lastly, I would like to say that if your going to sub ohm under even .4 ohm I would PERSONALLY suggest Sony VTC4s as IMO they have the best amp and still a good mah. If you like to sub ohm but dont go to low you could look into the new 3000mah LG and Samsung cells so you can retain a high mah and still have 20a. There is a lot of great batteries out and really it all comes down to the LOWEST resitance you could ever see yourself building to

Are the sony VTC 5's a good battery choice for the IPV 4s? or should I stick with the VTC4s? I want a 30 amp. It doesn't even have to be sony but I want a reliable true 30 amp battery.

VTC5's are a 20A battery so the VTC4's are a better choice for above-20A vaping.
There are only two true 30A batteries, the LG HB6 and HB2. The best true 30A battery, in my opinion, is the LG HB6. But it's capacity is low, 1500mAh.
But, since your mod is dual battery, you could go with 20A rated batteries and enjoy the extra time between recharges. You could use the LG HG2 3000mAh battery which would last much longer than the HB6. While the HG2 relatively safe to use at 20A, no battery is "safe", it will run hotter than the HB6.
If you wanted the battery that ran the coolest no matter how hard you ran your ipv4, then the HB6 is the battery to get.

I hate to actually chime in again so quickly but does anyone know how often I would have to recharge those HB6 batteries? I don't mind recharging them like once a day but If i have to recharge them like every hour that would be annoying.
Depends on what wattage you're vaping at, how long your draws are, how often, etc. I'm pretty sure they won't last the day though. You would probably need to carry another set, or even two sets, with you.
